USB to PS/2 adapters are simple PASSIVE ADAPTERS that simply change the plug shape to match the outlet.
PS/2 to USB adapters are ACTIVE ADAPTERS that use an integrated circuit to translate the PS/2 mice or keyboard signal and convert it into a USB signal.
It means if PS/2 to USB adapter doesn't work with your old input devices, the chip inside adapter is broken.
